Maritime & Transportation

Leadership at the U.S. Merchant Marine Academy and engagement with maritime and transportation stakeholders supported workforce development, operational modernization, and partnerships strengthening U.S. maritime capability and transportation resilience.

Alcohol-Beverage & Other Regulated Industries

As Deputy Administrator of the Alcohol and Tobacco Tax and Trade Bureau (TTB), Dave oversaw regulatory and operational programs affecting alcohol-beverage producers, importers, distributors, and industry stakeholders navigating evolving regulatory and trade environments. He also led Federal efforts to engage across the emerging cannabis industry and community of state cannabis regulators.

Manufacturing & Industrial Operations

Infrastructure protection and regulatory programs involved engagement with manufacturers and industrial operators managing operational risk, regulatory compliance, and supply-chain resilience challenges.

Defense Industrial Base
